Just got my first used bike, CBR600 and while testing the throttle i was just able to pull off the handle. Could i just use some rubber glue to reattached it more secure?

Use grip glue, you can get it at any bike shop. Some rubber glues can degrade the grips or throttle sleeve. I've used spray glue with good results and PVC pipe glue. Don't use a lot of it so it doesn't accidentally get into the throttle sleeve.
I have used break cleaner or electrical contact cleaner in the past as well, it gets rid of all the oils and junk that could be making it slip. just stick the little straw nozzel under the grip and give it a spray.
I've heard pretty much any glue can be used. I personally didn't have any glue so I used a little spray paint on the inside of my grips then slipped them on. Works like a charm.
HAIR SPRAY. Use to race BMX bikes where I learned it. Just spray into the grip. and when it is wet slide the grip on and when it dries 5 min or less it sticks, with no mess next time you change grips.
Ditto on the hairspray. Had the throttle grip come oss in a "parade" of about 600 bikes going through a state park. Handed it over the shoulder to the wife and kept on going. Bought a can of hair spray (recommendation from an old timer I was with) gave it a good shot and put it back on. Never had another problem.
