For the last few days my throttle has been acting strangely. It snaps back when I first use it, but after a time it begins to drag until it appears to stick. This process has be reoccurring for several days and I am wondering whether the issue could be cable related or something is wrong with the push/pull pulley attached to the carb. Any insight would be greatly appreciated.

When was the last time it was lubed?

I lubed them Friday (although I have since read that WD 40 is not the best lube to use but) It snaps back like brand new for a short time then it begins to gradually give a weaker response and this cycle has continued for a few days.

Try using a cable lube designed for motorcycles.

Check for kinks, smoothness from end to end .turn bars with bike idling see if any differences. How old is bike?

Like Critter says, use lube! Also, pull the top end apart and use some grease where the cable wraps around the throttle housing. Not much, but you do want to grease it every once in awhile.
