Throttle Cables

Haven't had a question or problem in a while but it is always good to have forums such as this when questions do arise. I purchased a set of throttle cables that are not quite of the same diameter as the ones I am replacing (does it make a difference?) also I noticed what appears to be a loose strain of wire at the very bottom (lower adjustment area) and am wondering whether it is safe to use. Please advise!
