Rev problem

Hey guys I’m having problems with my 1981 Honda CM400C. I just rebuilt the carbs and cleaned the tank, right now the bike is idling fine but when I go on the throttle it won’t go past 1k rpm and just jumps back and forth from 0 to 1k rpm. This happened before I rebuilt the carbs. Any ideas?

Could be that the slide diaphragms (rubber part) have holes in them or maybe they are not sealing well at the top of the carb caps.
I've seen that happen when the grooves in top of the carb body, that the rubber part of the diaphragm mates to, are not clean enough to provide a good seal.
