I've wore shorts under my chaps on several occasions. Every once-and-awhile it does get warm in Alberta. Not often, but occasionally!

Putting them on is a pain, and I find I only use them if I want a bit more over my legs on a cold day. In the hot weather, chaps over shorts might make sense, but I think leather over skin would get very sweaty.

There not bad over shorts. But, hot weather up here isn't as hot as it is in other places!
