You are gonna most likely need to rebuild the carbs. Take special care to inspect the pilot jet as it is a tiny thing that can clog up easy. I use Berrymans Carb Dip, you can get it at any auto part store. It’s a brown thick solvent that works wonders on carbs. I will soak a really ratty carb in it for a few days, then pour some into an ultrasonic cleaner, heat it to about 50c and depending on how crusty, usually 15 to 30 minutes in the cleaner.
there is a product called Evaporust that can also be had at most part stores that does a wonderful job cleaning out the rust in a tank. I usually fill the tank totally full, right up o the neck, put the cap on and leave it for 24 hours or so. Dump out and rinse with water, then dry and you will be good. This would also be a good I expect for a tank coating like red coat or the like.
