Here's a vid of the noise. The owner thinks it's the stator/rotor assembly.
Interested in buying the bike but I'd like to know the issue

That's a short vid, hard to make a call with only a few seconds to work with!

Does the noise go away or decrease as you bring the RPM up? If so it could be cam chain noise.
Although, the cam chain is on the right side so...

If it's the stator/rotor you would think the charging system would be failing. Does the battery stay charged?
Has anyone checked to see if the stator is going to ground?
