I recently bought 1981 850GSgl and all the electric works when I wire the hot fuse side to the neg. fuse side. The electric start does not work. I looked at the voltage regulator and one of the wires was melted at the connection point. The red (hot) wire had power but I don't know if this is the prob. Any advice? Thanks for the help.

The voltage regulator isn't part of the starting circuit so if you are asking if the VR has anything to do with the starter not working, the answer is no. The VR is bad, that's why the plug is burnt. The starting circuit just needs to be trouble shot to find the problem which could be anything from the start button needing to be cleaned to the starter brushes being bad. Start with the most simple first.
