A lot of folks have had good luck with Ebay or Craigslist. Watch out for scams though. Make sure you can check out the bike in person and that the title is clear. I would stay away from non-running bikes, they always seem to need a lot more work and money than the owner tells you.
Local newspaper classifieds are also a great place to check.

Agree with the above. You may also have a bike trader magazine for your local area that can be a good source.

Ad bulletins (around here they're $1.50 at the gas station) usually have a ton of bikes.

If you're smart you'll take the MSF course and not have to take the road test.

For under 4k you should be able to find a used GS 500 or Ninja 500 or Ninja 250 no problem (if you're buying used and don't know what to look for get a mechanic to have a look at it first), many dealerships also sell used bikes so you could look there too.

Living in Buffalo might I suggest you look at a dual sport. The reason for this is simple, it could be used year round and the 250cc DR200 or the XT250 are at or under $4,000 new. Snow won't stop these bikes and they are excellent learning platforms.
