Default Safety Gear Differences in Different Countries

I just returned from Singapore and have a question regarding the safety equipment worn there vs. the equipment recommended (not always work, though) here in the US. Here, on this board and others, people always suggest wearing full safety gear. Helmet, gloves, boots, pants, and jacket. Granted, I see plenty of people wear only a helmet in the summer, but I see more that are wearing almost all the safety gear. In Singapore there is a helmet law, so people wear helmets, but beyond that, I don't recall seeing anyone wearing any armored/abrasion resistant clothing, boots, or gloves. This includes riders out on the highway doing 130 km/hr.

I notice the same type of differences in bicycle safety equipment outside the US. In the US, many people wear helmets, outside the US, rarely do you see people wearing helmets. I don't recall seeing any helmets in Amsterdam or in Singapore.

Please be aware that I'll be wearing all the gear when I start riding. I'm just curious if anyone has some theories on the different ways people think.

I'm not sure why other cultures are different in regards to safety equipment, but I do know that one Google Image search for "road rash" is enough to keep me from even CONSIDERING riding without gear.
