Default adjusting the pilot screw on a 2-stroke carb

I just bought one new pilot screw for my right carb body on my bike which is a 2-stroke. The one I bought doesn't have the limiter cap to limit the turns while the carb is on the bike. However, the factory pilot screw does have the limiter cap. Should I replace the factory screw for a pilot screw that doesn't have the limiter cap or do I need to only adjust one of the pilot screws to get my bike running smoothly?

And another issue.. while I was cleaning my carb bodies, I was instructed to remove the slow jet rubber plug and the the slow jet. I have an 81 cm400e and I couldn't figure out what the slow jet was. There really was no screw on either side. Inside the bore was a tiny hole and that was it. Does anyone know if this is normal?
