With that little of miles on a '98, my main concern would be how long it was stored and the internal workings conditions as well as cable conditions.

The canned answer for questions about mileage is:
Depends on how the bike was ridden, and if maintenance was done regularly/properly. The best thing to do if you are interested, is go look at the motorcycle. Give the thing a good inspection and see if the seller is willing to let you ride it over to a mechanic. Ask lots of questions about the bikes history. Look for signs that may indicate the bike has been abused, such as scratches, dents, dings, scrapes. There is a good sticky in the New Rider/First Bike section that has a checklist of what to look for, and what kind of questions to ask the seller. If the bike has been well maintained, and not ridden by someone that's abused the crap out of it, 12k isn't that much. Crunch the numbers and it only had about 900 miles a year put on it. Not that much, really. Though that can be a bad thing if it sat around in storage quite a bit and wasn't "layed up" properly.

I just e-mailed the guy a little over an hour ago asking how many owners it had, if it has ever been laid down, and if the engine itself has had to be fixed in any way. I also asked for some high res pictures. I hope to go check it out in person really soon. It looks like a great bike.

make sure the motor isnt "too" noisy. (although some noise is common). I bought my 2001 cbr f4i with 10k miles... no issues at all. My buddy bought his 2001 cbr f4i with about 15k miles and has only minor issues (the guy that had the bike before really butchered it though)

No not a lot of miles for a 98. To add to what has been said how old are the tires with only 900 miles a year the tires may need replacing even if tread looks good. Try to verify the miles from service records or title etc. This is a good time of year to find/make deals.

ive got 34k on my bike but it has been rebuilt twice to beef it up over the years but even if it had not i feel it would still be running fine its all in how you take care of them

My R6 has almost 16k on it. Nothing but a small oil leak I had to fix its a 2002 runs great
