Default 1981 xj650 brake ?

So, i recently traded my sport bike for this wonderful cruiser and have been doing some repairs. i cant seem to get the rear brake shoes to fit into the hub. Everywhere i look they show as a 180x40 mm shoe but they are really snug going in. Is this right or am i doing something wrong?

Is the piston pushed all the way back into the caliper?
