Rear Lights?

i recently purchased a bike, the guy before me moves the rear lights off the side of the fender to the license plate, i really hate the way it looks, how hard is it to re mount it on the fender, can i do it myself? if not, how much would harley charge me to do it?

Do you have holes already drilled in the fender? It might help us out if you could post a picture of the fender, and or mounts and the tail light.
