Spongy clutch lever 79 Honda CX500

I am working on a 79 HONDA CX500 that has sat for 13 years and the clutch lever is very spongy. The question is, Do these cables stretch out after a number of years, and do they simply have to be replaced, adjusted, or is it more severe of a problem?

It could be the cables or the clutch springs have become weak. I'd start with adjustment and work from there.
