If you want to get good gas mileage go with a smaller cc engine. You do need some power on the interstate, so I would suggest something around 500cc for maximum fuel efficiency/power ratio.

The Shadow 600 is no good for the expressway, it tops out at 80mph and takes its time to get up to 70mph. I wouldn't ever take one on the Long Island Expressway, as the average speed there is usually 75+mph.

All three bikes are a good choice for a beginner but if you'll be doing a lot of highway riding then I think the Shadow 750 would be best.
