R1150R fuel lines

I bought a used 2003 R1150Rockster. I noticed that one of the fuel lines travels along the right side of the bike, then runs down the inside of the right foot peg. The line is zip tied to the body, I believe the previous owner did this intentionaly. This fuel line empties fuel onto the ground when the tank is full. This doesn't make any sense to me. I have two fuel lines running to each of the cylinders, plus this fuel line that runs to the dirt. Where is this line supposed to go?
