I'm going to build a custom Harley. What (by the book) makes it a Harley? Is it the Engine? Or the frame? How much of the bike has to be Harley to register it as a Harley?

Most states use VIN Number as the determining 'model' / brand designation.

Usually, if there is no existing VIN, they assign one and register as 'home made' or 'custom'. This is how they do home made trailers and custom Hot Rods here anyway.

in my state DOR guidelines it as having to be a VIN #framed as a harley davidson, and the engine must be serial # as a harley i don't believe the transmission would matter. alot of guys want a harley engine but want a chopped frame or custom stretched frame which would change the bike to drastically to register it still as a harley davidson which is a production bike as it comes from a manufacturing motor vehicle company and you would have to register the bike as a home-made or custom vehicle.
